You need to raise it to max happiness. Give him a soothe bell,calcium, zinc, 2 hearts, or a couple of ribbons or just wait till he evolves!

My riolu is level 45 Ii gave it a sooth bell BUT IT DID NOT EVOLVE
Well,the way I did was buying him puffin and enter contest then in a buzz he evolve.
