Beat red, then get to Bruno in the elite 4. This time he will have a LUcario. Then since you have seen a lucario you can get one through trade via wi-fi. That is how I got one. As an added bonus, it is the second oonly pokemon that can learn extreme speed. Lucario learns it naturaly

You can get riolu in safari park

You can get it at level 45 at the safari zone by placing 10 forest objects(trees,stumps,and branches) and 14 peak objects(small rocks,big rocks,and mossy rocks) then wait 70 days and you will be able to catch riolu evolve into lucario at max happiness and level up.(raise your lucario to level 87 and up to defeat red's snorlax) : )`
