After you've beaten Chuck at the Cianwood gym go north of cianwood and go into the house, the person in there is afraid his shuckle will get stolen and let you have it. The OT is his and I think it has a nickname.....
But if you don't want his you can find them from using rock smash but they are rare so it's best to get it from the guy. ^.^
