Well you can find Charmander and evolve it into Charmeleon if you search in the tall grass at Route 23 or if you have all 16 Badges and you have defeated Red then talk to Prof.OAK
Also Charmeleon I think you can find it at the 8th Badge's Island in KANTO.

I'm guessing that you have to get all 16 badges and defeat Red, you go back to Professer Oak and he should have one for you! I hope this helped!
Just defeat red and then go to prof.oak and he will give you kanto strters you chose out of 3 thats it.and if you go the mr.pokemon you get red orb with that you can get gouden
