In Order to reach the Embedded Tower, You need to do a little exploration. Go To Cianwood City and take the west exit out. Go Out Through the Cave where the Safari Zone Advertising Is and continue down Route 47 unti you reach the Portion Of Cliff Cave with the two ladders. Go DOWN the 2nd Ladder and head out.You'll be at the bottom of the cliff. Surf Down the river(west) until you reach an Island. Rock Climb Up and go in the cave next to the hiker. Inside, You will either find Kyogre(HG)or Groudon(SS).Catch it and show it to Prof Oak. Trade for the other Legendary from the other version and show it to Oak to get the Green Orb and find Raquaza in the Tower. Hope this helped!
