You will have to go on route 12 in kanto and at the end there would be a house
after that go inside the house and talk to the fisherman inside and he will ask a question
I would put yes and then you will get the super rod

You get it from the fishing guru on route 12 in kanto

You can get the super rod south of lavender town at  the fishing guru's house.

Go to route 12 there will be a house at the end talk to the fisherman in the house and when he asks you the question say yes

You can get it south of lavender town at the fishing gurus brothers house, just like in red version

Once you beat the elite four and get your national dex go to the lake of rage and talk to the fisherman in the house he will tell you to help him catch the biggest magikarp and then he will give it to you

You can find it in route 12, I think some fisherman dude gives you it, then again I did get it from wikianswers so they could be lying DIVS!!!

Beat the elite four, Get your national dex and then go to the lake of rage, the rest you figure out yourself ;)
