How Do You Get To Power Plant In Heart Gold And Soul Silver?

You have to go right from cerulean city then go to the path then you have to to do surf to get there hope it helps

If you go to cerulean city you are able to go to the path to the right of the city and all you have to do is surf down to it

You got to find a way through Rock tunnel using Rock climb! Sorry for the bad answer but I'm also trying to get through.
