You also had to defeat all team rocket in the goldenrod radio tower and beat the guy at the observation deck then the director will give you a silver wing go to whirl islands the middle one the dancers will performe a dance for lugia then lugia will come out of the waterfall surf on the water and battle lugia lv.45
