It is in the National Park. You have to talk to the attendants in either the east or the south gate to enter. They then will give you 20 Balls. It's actually very simple to catch him. You run outside, and follow my precise directions if you want him:
1) Run (or bike) to the front of the fountain near the flowers.
2) Run north until you hit the grass, and it forks in two directions. (NOTE:DO NOt ENTER THE GRASS, STAY ON THE SIDEWALK)
3) Take the path going to the right, keep running along it as it moves in a stair-shaped motion.
(NOTE:STOP IN FRONT OF THE ENTRANCE TO THE GATE)
4) Stop running. (NOTE:THIS IS VITAL. YOU MIGHT SCARE AWAY SCYTHER IF YOU DON'T)
5) Walk west, until the middle column of the rectangular form of grass is in front of you. Make sure it is the tall grass. (NOTE:IGNORE THE REST OF THE GRASS. FOCUS ON A RECTANGULAR SHAPE. THE OUTLINE SHOULD HELP YOU A LITTLE BIT)
6) Make sure you are walking, and that no CPU is in front of you. (NOTE:IF THERE IS a CPU, RESTART YOUR GAME AND KEEP ENTERING THE CONTEST UNTIL HE'S NOT THERE)
7) Walk around the grass in the middle a little, and you should stumble across Scyther.
8) Catch him. (NOTE:YOU SHOULD PROBABLY HAVE A VENUSAUR THAT KNOWS SLEEP POWDER AND POISONPOWDER WITH YOU. HE IS A LVL AROUND 13 OR 14. DO NOT USE ANY OTHER MOVE, OR YOU WILL KILL HIM. YOU PUT HIM TO SLEEP AND TRY TO USE POISONPOWDER. AS IT FAILS OR MISSES, USE THE BALL THAT THE ATTENDENT GAVE YOU. IT SHOULD TAKE a COUPLE TRIES, AND MAKE SURE THAT HE IS ALWAYS FAST ASLEEP.)
9) Resign and win the contest. You should then receive the Sun Stone.
