To get Lugia, it's really simple. I'll explain it carefully. Beat Pryce, the seventh Gym leader in Mahogany City. Then fly to Goldenrod. Team Rocket will be invading. Go down to the underground bit where you dress your Pokemon up and talk to a Grunt. He'll give you a Team Rocket uniform that you get to wear. Now you can go up to the Radio tower but the red haired rival will expose you. From then on, get through the tower and then the headquarters. When you get to the end you'll battle the Rocket leader guy. He'll leave and then you will get the Silver wing, which is one of the 2 items you need to get Lugia. Now the guy guarding the path to Blackthorn City will have let you go past, so that's your next destination. You must beat the eighth leader there. Her name is Clair. She has Dragon Pokemon. Then you must head to Ecruteak (I'm not sure when you get to go into Dragon Cave, either before or after that) and fight all the Kimono Girls at the theatre. If you beat them all, you get the Tidal Bell. This is the other item you need, along with the Silver Wing. The girls are tough so your Pokemon must be high levels. They will head to Whirl Islands to go to where Lugia is. You must follow them to Whirl Islands (must be able to use HM Whirlpool from Mahogany Town Gym). I don't know which cave you're meant to go in - I think it's the top right - but have lots of Repels to withstand your journey, unless you want to train your team on wild Pokemon as you go through. Eventually, you'll reach the pool where Lugia waits. The Kimono girls urge you to go forwards. This is where you can obtain Lugia. Stock up on lots of balls; I reccomend Dusk, Timer and Ultra balls the most. Oh, and certain balls that Kurt makes for you using Apricorns in Azalea Town can come in handy too (I got Lugia in one of his Heavy Balls once, made from a black Apricorn.) Once you have Lugia, you can aim for the League and then you can go to the Kanto region! Lugia comes at level 45 and its moves are: Aeroblast, Extrasensory, Hydro Pump and Rain Dance. Lugia is very helpful for the Pokemon League, especially when it comes to its Pyschic move, Extrasensory. I hoped I helped you out, and good luck on finding and obtaining Lugia. Best wishes x
Once you have got the silver wing from the guy at the radio tower and have collected all 8 johto badges.Go to professer elm in new bark town. He will give you a master ball and tell you that the kimono girls are waiting for you at the dance theater in ecruteak city.Beat them all and they will give you the tidall bell.Suddenly the kimono girls little sister will shout that they is a shadow at the whirl ilands. You must go to the bottom of the whirl ilands. The kimono girls will do a dance and lugia will smash out of the waterfall and stand in a pool. Surf on the pool and talk to lugia ad you will begin a battle with lugia.If you want use your master ball.Or use a ultra ball and save the masterball for another legandarie or a roaming legandarie.Hope I helped
First get all 8 badges then go to the dance place then all the girls will be there beat em then go to whirl island and go in the island at the top right hand side of the 4 islands because that 1 is the easiest and I think the only way to find lugia then battle lugia DO NOT use the master ball because there is more pokemon harder to catch then lugia like mew two and ho oh but you need the silver wing I hoped this helps :)
Don't use listen? First get rid of rocket at the radio tower in goldenrod, the director gives silver wing to you, get all 8 badges, talk to oak or elm always mix them up, then as people have told you, go to the dance thing an battle the kimono girls an so on something about a girl shouting go to whirl islands the island you want to go in is the island to the north east, as you go in it splits into two directions take the road closest to the top of your screen and follow the path go down the ladders an you come to an area where you don't need flash anymore, the bald guy is standing infront of the stairs you need to go down, he checks if you have the silver wing, go alll the way down the stairs an the bottom chamber is lugias, if the room your in doesnt have a big waterfall at the back then your in the wrong room, and if you have done everthing right the kimono girls will be there an lugia will be in the water infront of the waterfal
#1:defeat team rocket #2:fight and defeat the kimono girls (they have all the leaf on except leaf on and glaceon) #3:one of the sisters of the kimono girls come in and say "I saw a shadow by Whirl islands" #4:follow them to Whirl Islands and go to the island in the northeast #5:go through the island till you see a waterfall with 5 kimono girls dancing around it #6:SAVE!!!!! #7:battle it DON'T USE MASTER BALL there is also mewtwo articuno raiku etc. #8:and WAH-LA you got yourself a brand new lugia lv.47
I agree with most of you. After you beat team rocket the director guy will give you the silver wing. Soon after you beat all the 8 gym leaders professor elm will call and you'll have to go back to new bark. He'll tell you to go to the dance place where you have to beat the kimono girls and then they'll give you the tidal bell. A little girl will come running in after you beat them and they'll all go run to the whirl islands. Follow them and start to surf on the right side. Go to the northeast island and go up then right and go through the ladder. Then go don't jump over any rails go to the top ladder and you'll reach a room where you wont have to use flash anymore. Their will be a fatish guy who'll be excited about the silver wing. Then go all the way down the ramp and through the bottom cave. The kimono girls will be there. They'll dance and then lugia will jump out. I recomed saving right after they finish then fighting him. Don't USE YOUR MASTER BALL! Good luck!
Go to whirl island go in and show guy feather than go down all the way down to the end and when you took the it had to be correct so he will come out (I don't know the order for the test) and you will see lugia RIGHT THERE!

After defeating the kimono girls and recieving the tidal bell(that's the bells name just so you no whoever called it a soothe bell) the girls will leave 4 the whirl islands after a little girl tells them she saw a shadow in the water. Follow them. 6. Go to the NORTHEAST ISLAND!!!! 7. Make your way thru and you should come to lugia's chamber
Lugia will be available after you obtain the Silver Wing, which you obtain after defeating Team Rocket in the Radio Tower. On Heart Gold, you obtain it in Pewter City.
I'm trying to get lugia but I keep getting lost in the islands. I really need some good advice. Does anyone know a good website that can tell me how to get to the room lugia is in?
Get silver wing and search islands but get flash first use it in the cave you also need whirlpool to get past to the island anyway I caught lugia already
Hi . Go to whirl ila-nd #3 its easy from th air just follow the path ah a to the guy you must have the si ver wing. Thats as far as i got give me a update if you now.
You use the action replay code to re-battle him and go where he normally is and hold L+r while entering( I suggest using walk through walls also) I am trying it tonight I will post to let you know if it works it works with Ho-Oh though
If anyone can help me, when I go down to the place where I don't have to use flash, there are rocks blocking my way. I can't get to the bald guy! Anyone please help me!
Defeat all gym liders and go to the whirl island (the first at the left when you go down from the city whit the port) since you should have the silver wing whit you.
Lugia appears in excatly 2 Months, 9 days and 54 minutes. It will be at your nearest church on that day. You will need to bring all your best pokemon and remember your master ball. Good Luck ;D
If you want to get him with all of his spikes (his mowerful form) then you will have to turn the game off then on, draw five cricles on the loading screen then start the game... Then hold the bee button for 24.5 minuts (timing must be exact) hold a then for 7 min and BAM he is in the 3rd slot of box 19
