Yer, YOu can, I'm battling him right now, you just need to get to pewter city in kanto, theres a man their on a hill who will give you the silver wing (hes old) and then you need to go to the whirl Islands, go to the whirl island closest to Olvian city and then explore a bit (try not to jump over too many ledges, I jumped 2 or 3 I think) and then you should see him, but hes lvl 70 and got Areoblast safeguard Ancient power and some other 4th one ive 4gotten

You can get Lugia in heart gold and soul sliver.
But if make you it faint, you won't have another chance to catch it.
Just incase you make it faint during battle, save the game before you battle.

Yes you have to beat the pokemon league and get the silver wing (In Pewter City the man on the rised ground next to the poke shop) then go to the whirl islands then he will be waiting at level 70

Yes you go to mt.silver and go to the top and catch lugia you also can catch moltres there you go up the first waterfall then you go all the way to the end of where you can surf then go in the cave and use rockclimb and he will be there

You ha if you get the silver wing in peuter city from the man next to the poke-mart you can and it is in those islands mentioned you r-tards. You can catch a lot more legendary Pokemon than that in hart gold to. The same for sole silver except instead of Lugia its HO-OH.

Yeah you can. You go 2 Whirl Islands and meet the Kimono Girls there and you can capture him with either a master ball or the hard way (by beatin him and usin some type of Pokeball). Anyone who says you can't is full of sh** and obviously hasn't either:
