Lugia is in cerulean cave right next to mewtwo. He is invisible and he is level 99. He knows psybeam, fly, and two other moves. He is the best pokemon in the game. You can't catch him with a master ball though. It has to be with a POKE BALL. Not a GREAT BALL, or a ULTRA BALL, but a POKE BALL. He is really hard to catch and he cannot be put to sleep or paralyzed. It was easy for me but some guys suck at the game and it will be extremely difficult for them.
