The way I did it was I picked a random sign (ex.trainer tips) and I ran around it for two hours. Mew popped up and I caught it. Another way is to just use a game shark.
Get a shiny mewtwo then raise it to lvl 100 and go back to where you caught it you must have beaten the game on all the islands, the elite four, and you must have gotten the national dex.
