This is how you get Entei; first of all it depends on your starter. I will make a graph below so you don't get confused. :)
The grass starter Bulbasaur, you get Entei, the fire dog.
The fire starter Charmander, you get Suicune, the fire dog.
The water starter Squirtle, you get Raikou, the electric dog.
Ok, these are all so, because, Bulbasaur's weakness is fire, and that is why you get Entei. Charmander's weakness is water, and that is why you get Suicune (my favorite). Squirtle's weakness is electric, and that is why you get Raikou. Ok, think; before choosing your starter, think of the opposite type of Pokemon that is good against your starter, and which dog out of Entei, Suicune, and Raikou you really wish to have. Entei/Suicune/Raikou will appear randomly in the grasses of Kanto. They will not ever appear on any of the Sevii Islands (1, 2, 3, 4, 5, 6, 7). Check these off your list, BEFORE tracking and hunting down your dog; :)
1) You only have to have beaten the Elite Four once, not 12 or anymore times people have said.
2) You have to have received the National Dex from Oak, after catching, not seeing, but catching 60 Pokemon total. Note: Before doing this, you must go to Island One, after defeating Blaine, and Bill will take you to One Island if your aren't busy. You must take the Meteorite (that Bill gives you) to the Game Keeper on Two Island, after Bill gives you the Tri-Pass to Islands, 1, 2, and 3. But, the Game Keeper will ask you if you are friend with Lostelle, and you have to go find her, on Island Three in the Berry Forest. Once you found her, a Hypno will appear: You can make it faint, or just run away if you don't want your Pokemon hurt. :) Check out Arceis.com for more information.
3) After receiving the National Dex, you must defeat the Rockets in the Rocket Warehouse, after giving the Ruby and Sapphire to Celio (Bill's friend). And no, do not listen to other people: Don't catch all the Unowns, because you can still catch Entei/Suicune/Raikou WITHOUT catching them all. Now you will be able to find your dog. I would suggest going near the entrance to the forest near Pallet Town, and bring Max Repels, and have your Master Ball handy. If you don't have it, then good luck catching Entei, because they are all cowardly (Entei/Suicune/Raikou) and run away before you can even attack them!
Even if you use Mean Look, Entei can still use Roar (and Raikou), and the battle ends, so the Master Ball is most helpful, and easiest. :) Hope this helped! And you can trust me 100% because I have source(s):
