Find a pokemon that knows mean look, or teach one it. I think most bat pokemon and ghost types will learn it. Boost the pokemon's speed to hell and back, and level it up until it's strong. Try going to victory road and dabbling around in the cave to find a strong bat type. Once the pokemon with scary face is strong enough, wander. Go in between diferrent areas, stepping in between them and checking your pokegear each time. DO NOT FLY. The more you mobve in between two specific areas, the closer they get. Finally, when entei is in your area, wander in the grass, but make sure to have the mean look pokemon in the front of your group. Fight Entei and use mean look on him right away, it prevents him from running . Wittle Entai down, then ultra ball him half to death.
And false swipe is very handy its 40 power normal tpe but it;ll always left the target with at least 1 hp (so you can't k0 him if you do only false swipe)
First I captured a gastly in the safari zone (forest) and it learned mean look (at a level 8) and got it up to a level 40 (I would recomend level 45 to 50) then I used I pp up (found in violet city after you use surf ) (first to get surf beat 4th gym leader morty) (surf behind the gym in violet then go all the way to the top them make a left and if not at the to go a little bit down to get a pp up) use mean look on entei and rioku and use fast balls ultra balls dusk balls and love balls because you might have a girl gengar gastly or haunter or train a syther that knows false swipe to a level 50-66 and use false swipe on them and use all fast balls you you have to dusk balls and ultra balls ( you can find a syther in the nat inal park during a bug catching contest in the light green grass ) hope it helped
This actually is a good answer...since it is a roaming pokemon find a place where a route and town meet and in the beginning of that route there has to be grass like in peal diamond and platinum there is grass on route with twinleaf town...well wait til enties in your area like go on your bike and just keep goin from the route 2 the town til hes there and then go in grass when he is then I sugest using mean look or watevr but I just usually put it 2 sleep with a fast pokemon but wtevr....then lower its hp with water type....if you kill it when you complete kanto elite 4 and champion it will return 2 burned tower and you can rebattle. Use a lot of ultra balls

You can either use mean look or a move like whirlpool or fire spin then use paralyze it and throw your balls at it. I caught it at night with a dusk ball. Very helpful :D

Fight Entei and use Scary Face on him right away, it prevents him from running ( If that's move that stops them from running isn't scary face, it's something similar to that but I've forgoetten). Wittle Entai down, then ultra ball him half to death. AND BAM, You got yourself an Entei I used this technique with Latios and Latias, It took forever but it was worth it :)
