Go on the sand and use rockclimb. Use rockclimb again and into the cave called the embedded tower. Go up and you will see kyogre. Talk to it.   Heavy balls work best catching it

Beat red at mt.silver and go 2 mr pokemon's house. You will det a blue orb.. Go 2 route 47 and kyogre will be there(route 47 is next 2 cianwood city)

Go talk to mister pokemon above cherrygrove city
and then you go to du embedded towa below safari zone (johto)
