Generally speaking, the capability is present via some providers. Sprint provides this functionality for free via their web site (www.sprint.com). There is no charge for the sender but the recipient may be responsible for data charges if their plan doesn’t include data. The sender would simply enter their cell number on via the web site and the recipients’ 10 digit cell number. There is an option to include a subject line, too. I'm confident Verizon and T-Mobil offer this free text capability but considering there are over 500 different providers around the world, I can’t vouch for them all. Hope this helps.
