He certainly is all you have to do is beat all 16 Pokemon gym`s and then go to the Power plant and you shall find him.I think you should bring his Hp down to 1-20, make him frozen solid and chuck lot`s of Ultra ball`s at him\her which ever one you want to call it.

In SoulSilver you get the red orb which leads to getting groudon. You also get mewtwo in cerulean cave after all 16 badges.
