You can infact get mew all 3 ways either trade do event or use action replay only ways plus there is another do the pokemon ranch and you get mew.

I have every legendary but mew and will trade anything you want even my arcius anything and another way but long to get mew with out going to an event or the cheay code is have 2 sp's red blue or yellow ruby sapphire or emerald and heart gold a ds or dsi and you trade your mew from your red blue yellow into your ruby sapphire or emerald then migrate it into your heart gold. I also have some doubble legendarys I'm willing to trade if I like the pokemon

Events,action replay,trades ... Trades are the best way of getting event pokemon like mew, just ask someone who already (If he has mew he has probably hacked) has mew.
I don't know if you could get mew in heart-gold.but I do know you could get mew if you put 999 pokemon in my pokemon ranch in the wii shop channel
You have to get mew from pokemon ranch but it only works for diamond and pearl in america then trade it to HG or SS
