Magicarp is sometimes a lv 100 pokemon. Better then arceus. To get one you need the super rod once you have the rod go to the resort area and go fishing.
The highist levelled magicarp I caught was a lv 90! But I saw one that was lv 94!!! But I defeated it with a critical hit. 'made me so sad =(

I've seen people answer this with everything from lv 1-100 Magikarp (sometimes shiny) to Kyogre and Lugia.
Kyogre is way too big, as is Lugia and both of their Pokedex entries say that they sleep at the bottom of the ocean, Kyogre to rest from a battle and Lugia to control its power. The high-leveled Magikarp is a very likely idea, though I'm not sure of lv 100 and the shiny rate should be normal too. So far I have found level 62, 53, 52, 40, 69, 43, 37, 44, 74, 33, 46, and 70, all in that order. From levels 33 to 74. So an approximate estimation would be that the Magikarp may be from level 30 to 75, though it could probably go lower, maybe not as low as level 1 ( that would make it the only Pokemon capable of being lv 1 and wild.) I doubt it would go any higher than 75 as Arceus is supposed to be the highest leveled wild Pokemon at level 80.

I caught a level 94 magikarp and used a rare candy and it evolved and phew its a strong gyarados!! Its moves are surf, waterfall, ice beam, and hyper beam. Its my strongest pokemon
