What Is The Most Rare Legendary Pokemon Beside Arceus?

Mew Three even more legendary than any Mew.
Here is what I think:
Celebi- Because he is not obtainable in any game, except by using Game Shark or Action Replay.
Mew- Because he can learn any TM & HM, unlike Arceus.
Jirachi- Because he can only be obtained by a Bonus Disc on Pokemon Coliseum.
