What Is The Hidden Ruler In The Resort Area In Pokemon Platinum?

I spend like to days fishing for the hidden ruler and is a level 100 magikarp, show it to the guy in the pool and find out what he says

In the Resort Area one can only find Magikarp (Yes, levels 1-100)...
No legendary or rare Pokémon...

It's level 1-100 magicarps.Now I hope someone will not put in a legendary again.

The RULER is a lvl 100 magikarp.
There are heaps of other magikarp but they are not the ruler.

I got lv 89 magicarp... And it knew : Tackle flail & splash...

Thats not true because there is a hidden pond behind the contest club place and I've caught a gyrados and seaking there,level 55.

Its a giant penis on lv.99 if your lucky youll get a shiny one and it will be black and twice as big.. Hope this helps !!
