The lady behind the counter will get an exclamation point above her head and say these words: "You know those words? Then you must know about the mystery gift. You should be able to access the mystery gift after you save the game".
You find it after you beat the elite four but its an area full of low level zubat until you use the mystery gift with other people then you unlock Pokemon such as houndour and stantler in there but if you don't have the mystery gift its pretty much useless

The Altering Cave in Pokemon Emerald can be found on Route 103 after beating the Elite Four and the Champion. At first, all you can see is very low level Zubats. However, the trick to finding the other pokemon in the cave is to use Mystery Gifts in real life. I have not heard of an altering cave in emerald version...I know that there is one in Fire red, I've been there, but I've honestly been all over emerald version, and never found the cave. Sorry.
There IS an altering cave in pokemon emerald. It can be found on Route 103 after beating the Elite 4. However, I cannot seem to find out what the point of it is either. It's just a small area full of Zubats!
Yuu guys are right all it does is let you catch stupid level like 10 zubat. Ive tried it too ive used all cheats whatsoever and ive brought all regis with me nothing happens.
