I heard your suppost to get it as a event item from generation V (5), that it would be opened and unlock Zourk, or something like that, a pokemon from generation V (5), I think you sould try giving it to Kurt, or something like that, but it could also be a discarded plan like the unused legandary beast music remix in ruby, saphire, and emrald. Many rumors say it has something to do with Rotom or Deoxys, or even Celebi, most of its whereabouts are unknow though, I think if you have to wait intill Zourack the Shadow Champion movie comes out in Jap. Or US depending on what country your game is from, or Gen. V (5) Pokemon Black and White release, but thats what I think. It could have to dowith Giovanni and team rocket, who knows? Thìs is all I know, I'm trying to be as helpful as I can be, I'm sorry if you found my information/theory idiotcy. I have the lock capsule and I walk all over the place trying to find what the hell it does or how the hell to open it.
