Blocking Calls and SMS require your cellular operator or your Mobile phone to support that feature. Samsung phones like SHG-D900 do support that feature, in which you can block someone's Calls or SMS coming to your phone, But then as soon as you change your SIM from that phone, you will start receiving calls/SMS from that number. In case, your cellular operator supports that feature, then you'll be permanently able to get rid of that number. Your cellular operator might even charge for that service. Do, call your cellular operator's helpline for that.

You have to contact your wireless company, if you have ATT they will do it sometimes they charge you 15$ for up to 10 lines to be blocked maybe if you talk to them they ll do it for free. Anyone else like T-Mobile most likely wont do it. Verizon you need to keep calling and complain, they all going to say to you to change your number which is dumb but thats their policy.
