If your CD-ROM drive refuses to open you should first check the power supplied to the CD-ROM drive. You will need to check if the activity LED is working. Then try opening the tray. In case the tray still doesn't open, it is probably that the drive has no power. You will then want to check the plug connection leading to the drive which is inside the case. In case it doesn't work, you can try another one. However, it you see that there is no power to the drive, in all probability it is dead and will need to be either repaired or replaced.

At the same time, if you are experiencing intermittent power problems or if you have trouble with other devices too, it could be the power supply that is the problem.

Also, bear in mind that you will need to remove any ESD or Electrostatic Discharge by means of grounding yourself prior to touching the components that are within the computer.

I have been a Certified Computer Technician since 1997 and in all my years never solved a CD-ROM drive tray opening issue by replacing the power supply. Their is a little pin size hole on most CD drives. Push a paper clip in this hole and the tray will push out a little. If the tray opens a little and immediately closes back you have power. Use the paper clip again and grab the tray, it will fight you a little but just pull it. CD-ROM Drives are so cheep replacing them is probably the better bet. However you can try using a little oil on the gears on the inside to loosen things up. Do not use a spray kind because you do not want to get it all over the inside of your drive. Also don't place any on the rubber belts.
