No you probably couldn't install vista. Pentium II offers a maximum clock rate of 450 MHz and the required amount of vista is 1GHz. It might support XP.

Other than the processor, the motherboard and the other components is what determines whether you can install a certain OS, like the the FSB and RAM and graphics card installed
