Not sure, but put important files on a disc and do a clean install of windows or whatever it is you use and that should do it.
Go to Avira.com and get there rescue disk, its a download you burn to a disk or flash drive,this runs in DOS,
that is before windows starts.

No you cannot remove virus using dos command. The best way is to install some anti virus software like Norton and Macafee. There are some free anti virus software available in the net you can use them after carefully checking them.
Other that that using dos command you can format the entire disk which will remove the virus and once again install things.
