Nope. But if you enter the lock wanted level cheat at zero wanted level, then you can go to the restricted area on the north part of the map and get a cargo bob helicopter there. But: There will be rocket launchers there that will shoot you if you take off. Use a rocket launcher / bazooka thingy (R1, R2, L1, R2, left, down, right, up, left, down, down, down. The last weapon is over the shoulder) to destroy the rocket launchers. Then you can take off. Hope this helps. :)
