It affects both you and the other person. I'm not sure about messages, but all comments on your profile from that person will disappear. Also, if that person comments on your friend's profile, you won't be able to see it and visa verse. That person won't be able to see you, your profile, your comments on others profiles, won't be able to message, and won't be able to try to add you as a friend. It's sort of like both of your profiles are invisible to each other.
You will no longer be able to recieve or send comments or messages to that person. They may even be deleted from your friend list once you block them
