LCD TV is basically uses the technology that is called "Liquid Crystal Display". And if you've touch that screen and you touched it with enough power that the liquid used has been altered due to your touch then it is difficult to fix it problem by your own. You should consult some technical expert to do that. In fact due to touch the molecular alignment gets disturb so only a technical expert can solve the problem.

I have that too. But technicians tell me it is cracked glass and that I have to replace. I have also been told it would be cheaper to just buy new. I looked on ebay and found both replacement screen and instructions. But while I wait, I have noticed that some of the blue bits are going away. Maybe, if left alone, it will recover from this shock.
