Well I'm still trying to find out but I was told that you have to collect all the 26 lettered UNKNOWN's first which I have then talk to the researchers and on of them should tell you something important.

After you catch all 26 talk 2 the scientist the go into the main entrance of the ruins but don't go down, run around it and youl find the ? And ! Unknown!
I need help with this too ive got all 26 uknowns and I keep askin the researches and they don't say anything
You can catch these two in just a few steps!
First, catch all 26 alphabet unknowns and then speak to the researchers. Then, make sure you've solved all four of the riddles (the odd inscriptions on the back walls behind the puzzles in each puzzle chamber, IE catch ho-oh and have him in your party, water for water stone, etc). Then once all four have been done, speak to the researcher by walking into the main hall in the ruins and pressing A next to the now lit up yellow section of the wall (if it isn't lit up, go to their office, talk to them again, make sure you have caught all 26 unknown and solved all puzzles AND riddles). After this, a researcher will speak to you, updating your unknown dex about the ? And ! Unknown. At this point, go into the main hall BUT NOT DOWN THE LADDER and walk around. Only those two should appear.
