Where Do You Find The Blue Orb In Soul Silver?

I have soul silver but I got a blue orb on route 27   but he wasnt there so I got them at mount silver. It works no cheats

Those fellows are right-you can get a blue orb ONLY by trading with sb who has a HeartGold.You need him to catch kyogre and he needs your SoulSilver   to catch groudon

I got the blue orb through a action replay code.I don't know how to use it.You can't get it it with out a AR code in soul silver

As I know you can get the blue orb in soul silver but if there is a way to do it without ar code I would like to know (I have a kyogre from emerald but it won't mean anything to professor oak)
