You can only get it in soul silver
You can only get it in soulsilver which means that you have to trade from soulsilver to heartgold

trade kyogre or groudon to SS or HG,show them 2 prof.oak and he'll give you the green/jade orb
then you can catch raquaza
and about celebie you need a action replay event code for him,thats the only way 2 get it on G/S/C

But what I don't understand is that you need both the KYOGRE and the GROUDON in heartgold to get the RAYQUAZA so if you don't have soulsilver you wont be able to experience the game to the full
