CDfs file system means "Compact Disk file system" and unless your cd is rw (rewritable) you cannot format it.
As a general thing, file system does not limit the formatting capability, only the drive type limits the capability.
You can : Format a floppy disk, a hard disk, a external hard disk, a memory stick etc... , erase a rewritable disk....
You cannot : Erase CD-R, DVD-R, format locked floppy disks .
