Once you have received a Facebook friend request, it should appear as a red notification on the top left hand corner of your screen. If this notification has been read then it is possible to find the confirmation link by clicking the 'friends' tab within the Facebook home page and select 'pending friend requests'. You will then have the options accept, not now and decline. These options allow you to confirm the person as your friend, ignore the request for now or decline it. Ignoring the friend request will mean that it shows up as pending for the person who has sent it to you, rather than accepted or declined.
Declining the friend request will make Facebook ask you If you know the person who has sent the request. Clicking no will block the person from being able to send you friend requests in the future, while clicking yes means that the person will be able to send you a friend request again.
