You can get a Mew from Emerald's "Old Sea Map" event and soft reset until it is shiny. And a Mewtwo from FireRed/LeafGreen in Cerulean cave sooft reset until shiny. Then Migrate them into Pal Park and recatch.

You can transfer it from Heart Gold/SoulSilver but you must be in kanto and beaten the elite 4 bring dusk balls or your master. ( PS you can do this before battling Red)
Ok you can not get a shiny mew or regular mew on pokemon diamond or pearl without transferring it from ruby, saphire, emerald, leaf green or fire red!!!!!! But you even can't get a mew without cheats on that game either the only way to get a shiny mew is to request it on global wide trading!!!!!
