If you want to block your computer from your partner, as a form of parental control of even if you want to block certain internet applications from being accessed from your computer, you can do this in various different ways.  However, these different methods are dependent on your Windows browser. If you have Windows 2000 or XP, then you can simply set a password so that no one can access you desktop without first knowing your password. To do this you must first go on to your Control Panel and click on the User Account icon which will take you directly to your password options. Alternatively you can access this again to make any alternations to your password. 

Additionally, you can create a guest user, this type of account will not have any administration right which means that guest users will be limited to which programmes they can or cannot have access to. To set this up, you again click on the User Account icon and then click on the manage account button, which will give you your guest account options. If it is parental control that you seek, you can click on the parental control icon also featured on the Control Panel, and there it will give you options on how to limit your computer system.

Another option is to install a firewall on your system to prevent unauthorised access from dangerous networks. This can be done by again clicking on Control Panel and double click on the Windows firewall option, if you have vista click on "Security” and then press the "on” button, further options can be found on this panel to customise you firewall. The benefit of this is that it will check all the data communication on the computer and stop any entries from any unrecognised sources.

You can block websites with the help of browser, so no one will be able to open those websites. Mostly, people use internet browser for exploring internet. So I would like to tell you the method for blocking websites on internet by using internet explorer.
Just right click on the internet explorer icon, and select properties. A window will open with several buttons. Click on the "security" button. You will see four options as internet, local intranet, trusted sites and restricted sites. Restricted sites, is that option which is used for blocking a website on internet.

Click on the "restricted sites" option. You will see a button of name sites. Click on that button and add the address of the website you want to block and press the add button. Similarly you can add many website one by one. All the websites you will enter here will not be open on internet. However if you want to remove a website from the list of those websites which are blocked then you can simply remove that website by just using the "remove" button. If you are using any other browser such as firefox then you can also block websites on that browser.

If you are using Internet explorer then you can go to tools>Internet options and select tab content from the top menu. Then click on content advisor>enable and then select tab 'approved websites' to approve or disapprove any website. Here you can block the websites which you don't want to be opened at your computer.
