Well, it depends on how they are going to use it. For example, if the 10 year old just plays games on it, then there's no point because a phone is a phone that you use to ring people on. But if the child maybe lives quite far away from school, or they have to walk to school and something bad happens, then they could contact their parents or emergency services quickly. It's also about whether you're responsible enough to handle one, they are not toys and they can easily be broken.
