Yes; you have to give it a soothe bell, keep it in your party, and level it up. You know it is about to evolve by checking it's happiness. You can get a soothe bell by using the item finder in the pokemon tower where Mr. Fuji was standing, somewhere on the top floor. You can check your pokemon's happiness by going to pallet town and talking to daisy. First she will groom the pokemon of your choosing, and then if you talk to her again she will tell you the happiness rating of your first pokemon. "it looks very happy" means that it is about to evolve.
Togepi does evolve in LeafGreen, not by level but friendship. Keep its health high, groom it, feed it nutrients, carry it in front of your party, etc. And when the happiness is maxed out, level it up one level and it will evolve into Togetic. P.S. Togetic was created in the second generation, otherwise known as Silver, Gold, and Crystal.

No,togetic wasn't even created by nintendo when leafgreen came out. Remember, there where only 318 pokemon in the NATIONAL DEX when leafgreen came out!!! DUH!!!
