I'm not 100% sure, but I asked my girlfriend (who plays Sims on Xbox) and she said that you have to start off with a household of less than 4 people, and then make friends throughout the game.
Once you've become close friends, you should be able to invite them to move in with you.
I'm not sure if the same strategy is possible on the freeplay app, but it's worth a shot!
