They will simply appear offline to you, so there is no real way to tell if someone has blocked you on Skype.
What you *can* do is create a new account and send the a request, and hope they add you.
Then if they are offline on your other account, but online with the fake one, you can catch them out!
If someone blocked me on Skype I wouldn't worry too much about them anymore though,
