Is Windows Xp An Event Driven Program?

Well you can look Xp as an event Driven S/W in one way but OS is much more than this.
XP responds to user events and performs actions on it.

Xp has much more and major tasks than listening to events and responding them. One of them would be managing H/W allocating appropriate resources.
