You can't make Poffins because there aren't any contests in Johto. No contests = no poffins. You should just stick to making them in Pokemon Diamond, Pearl, and Platinum.
Where To Make Poffins In Soul Silver?
I don't think you can possibly make them in soul silver only way I know is to make them in platinum,diamond or pearl.
