That is depended on how you train it or early evolutions. I would use a "Fire Stone" if I were you.
As Kairy26 said, I would recommend a fire stone, but also I think it evolves at level 26 and if you don't want to evolve your QUILAVA, then somethings wrong with you! But if you don't you can always breed it with an Everstone at the daycare and hatch a CYNDAQUIL egg then evolve your QUILAVA and then evolve your CYNDAQUIL. Man my fingers are tired!!!
