A nice free program to do this is DeVeDe. It creates an image file that you can then burn to a DVD. You'll need other software to burn the DVD. The advantage of this is that it's free, converting video to DVD usually involves commercial software.

MPEG, DivX, DV, VOB, WMV, MP4 to DVD-format disc, DVD folder or ISO
files. 

Then, you can enjoy them on DVD player.

You may use nero 7, I had also this problem with me but I have fixed it by using nero you may read nero manual before you use. Nero is best burner if you use it properly.

You just need a DVD burner which can support wma format and then burn the file to DVD. Here is pretty nice burning software which has the job done in just a few steps. It also allows you to edit and customize DVD menu and to preview before you burn it to DVD.
