Well, you can catch about 50 Pokemon outside of Sinnoh, before the National dex, but once you get it you can catch about 400 more, so be ready
Well no.This is a little weird and dumb but you need both Pokedex and then capture all pokemon on the regular pokedex then talk to pro. Rowan than he will give you a one use only tm to fly to the new region :) hope that helped out. P.S. It takes a while and its hard but worth it.
Well I have completed the national dex ( no joke! I seriously did! I'm not lying!) and I was wondering the same thing so like all of you, I looked it up and I aint sure if you can go to the three other regions or not because I want raquaza! AND HE LIVES IN SKY PILLAR IN HOENN! THE CREATORS OF POKEMON GAMES SHOULD OF ADDED AN AIRPORT IN A CITY! AND YOU CAN FLY ALL YOU WANT TO DIFFERENT REGIONS LIKE THEY SHOULD HAVE PUT ONE IN JUBILIFE FOR SINNOH, AND WELL you NO WHAT I MEAN! I AM GOING TO TELL NINTENDO ABOUT THIS!

But once you get the national dex and get to the survival area(first save stark mountain from team galactic and the next day you should see your rival in survival.(you can only fight him on weekends once).you must beat him 1000 times to get to hoenn,1500 to get to jhoto,and 2000 times to get to kanto
