To make the task bar smaller is quite easy. To make it smaller or bigger, you can place the mouse cursor on the top border of the task bar. Make sure the task bar is unlocked by right clicking on the task bar and unselecting the 'Lock the Task bar' option. This will enable the task bar to move freely. The mouse cursor will change to 2 directional arrows. Click and hold the left button of the mouse while on the 2 directional arrows and drag the mouse up or down to increase or decrease the size of the task bar respectively. The options of the task bar can also be changed by right clicking on the taskbar and selecting 'Properties'. The task bar need not be at the bottom of the screen. It can be placed on all 4 corners of the screen.

It can be to do with the quick launch being ticked. Right click on the task bar or the clock and choose properties and untick "show quick launch" and click apply. Now put your mouse pointer over the top of the task bar until you get the arrows and drag it back down. I have heard it has something to do with the dotted verticle lines next to the right of the start in the task bar needing dragging to the right side an inch or so to make room for more icons but mine seems to have frozen and does not move. Another way is to go back on your system restore and i know this works as well. You may have to go back a long way to the day before the task bar was too high. System restore will remove any new programs you have added so be careful.

Tip: If the taskbar seems "stuck" between double-height, and no height, drag one of the dotted vertical sizing handles up to the row above it. Then drag the top edge of the taskbar down a notch.
