However rules and regulations state you shouldn't get too personal, such as nothing "mushy" or personal, to keep Club Penguin clean, also keep in mind younger kids play in Club Penguin too, so kissing probably isn't the best idea if you are trying to avoid getting reported by a secret agent penguin under cover.
