Mean look is good but you can also use block. Use a pokemon that knows false swipe it never kills a pokemon but leaves it with 1 hp then use hypnosis or thunder wave.

The best way to do it without masterball is using a Gengar. Its very fast and learn some moves that is for cathing escaping pokemons. But be sure to use these moves. (hypnosis so it sleeps so its a lot better to catch learns at lvl 1) (mean look so it can't escape learns at lvl 8) you can relearn them go to Pastoria City and there will be a house in the middle of town with the move tutor. You need to give him a Heart Scale and he'll reteach a move.
OH but not least there is 2  ways to get gengar
1 trade a haunter with you Friend or at the wi-fi place.
2 use pokemon (emerald) (firered) (leafgreen) (ruby) or (sapphire) in the gba slot on you DS. Then go to the Old Chateau inside enterna forest on the second floor in the room where the picture is staring at you look around until you find gengar you have a 4% chance to encounter gengar trust me it works! You need national pokedex to get wild gengar

Madsdbj is right! But I crashed into a Gengar in Old Chateau.... But my bad BAD bidoof used rllout and I didnt expect to kill it! Anyways, Gengar is now 1% in Old Chateau. You can also use a very fast pokemon that knows mean look like Gengar! I suggest not to use pokemon that are not slow.

You should use a nest ball it works best on weaker pokemon so have a pokemon on lvl 51 or higher
